From Ward to System — Kano

In Kano, a community structure tested a simple flow: Identify → Connect → Act → Measure → Scale.

  1. Identify — Ward-level skills mapping (tailoring, solar repair, agri-processing).
  2. Connect — DLX matched profiles to vetted opportunities.
  3. Act — A CSO hub member delivered a 2-week practical bridge.
  4. Measure — 42 of 60 participants earned within 8 weeks; retention tracked via phone follow-up.
  5. Scale — The ward committee now owns the list and the referral path.

What made it stick: the system lived in the ward, not the project office. Data was minimal, consent-based, and owned locally.
